David Meek Jah, Executive President & Group CEO, CADAP David is a visionary digital transformation executive and researcher with over two decades of experience deploying large-scale digital economy infrastructure across West and East Africa. Known for a practitioner-first mindset, he seamlessly bridges grassroots economic empowerment with elite global policy drafting. His work focuses on onboarding over a million MSMEs per country into formal digital commerce and integrating advanced edge-technologies like AI, IoT, and satellite infrastructure into low-connectivity, emerging markets.

What is his expertise?

  • Digital Public Infrastructure (DPI): Designing secure, interoperable national platforms and governance models.
  • AI & Revenue Systems: Architecting data quality standards and secure data mobilization for AI-powered tax administration.
  • Financial Inclusion & Trade: Developing central bank demand data strategies and driving cross-border digital trade via AfCFTA and ECOWAS frameworks.

  • CADAP Digital Economy Infrastructure: Architected end-to-end connectivity, payment, and satellite-integrated platforms across Sierra Leone, Senegal, Nigeria, and Kenya.
